In Hungarian-Slovakian diplomatic relations, and even in the history of the European Union, banning the Hungarian President László Sólyom to enter the territory of the Slovak Republic led to a unique incident of its kind; the relevant Judgment of the Court of Justice of the European Union can be regarded as a precedent. This study aims to describe the background of the events related to personal protection and bilateral political relations from the aspects of safety and security. However, with hindsight of full knowledge of the Judgment of the Court, the study intends principally to interpret and analyse the Judgment in term of the law. The first part of the study deals mainly with the analysis of the Judgment based on European Community Law, the second part discusses the diplomatic and international law aspects of this case.

After 9/11, and especially after the Madrid and the London terrorist attacks, the European Union had to review its counter terrorism activities. This new type of transnational terrorism requires a new type of fight against it. The EU adopted a number of documents in addition to the existing international conventions relevant to terrorism, and set up a new agency for the implementation of special tasks in the fight against terrorism. However, coordination is a big challenge and requires a lot of time, and the EU red tape system and its policy to prefer national sovereignty and human rights issues, as well as the principle of “we share no information with one another” hinder such work. Naturally, one cannot change the foundations of the principles on which the EU functions, but its tool kit could be and should be improved
